and the guaranteed operating voltage, can this cause operation faults?
For example, what if VDD changes from 3 V to 1.9 V and then back to 3 V?

Yes, that can cause operation faults.
The specifications for the POC detection voltage suggest that POC detection may fail
when VDD = 1.9 V, and oscillation may be stopped when the power supply voltage is low.

uPD65A's STTS and HALT instructions

A caution point under "5.2 Setting and Releasing Standby Mode" in the uPD65A/65's
data sheet says
that the STTS #05H instruction must be executed before the HALT #05H instruction. Is that correct?

That caution point does not mean that the STTS #05H instruction must be executed before the HALT #05H instruction.
Instead, it means that setting of status flags (to 1) right before the HALT instruction is actually executed should be avoided.
One way to avoid this is to execute the STTS instruction to clear the status flag (to 0) just before executing the HALT instruction.
Remark
The STTS instruction is required just before executing the HALT instruction only in cases where the HALT instruction cannot be
executed as expected due to dependence on the status flag (F) setting just before it is executed.BR>
When the status flag value is 0, standby mode can be set by the HALT instruction.
When the status flag value is 1, it guards against standby mode being set unintentionally.

Precision of uPD67's carrier

When I set the system clock frequency as 4.19 MHz, the duty ratio as 50%,
and the carrier frequency as 40 kHz and then measure the carrier, it is about 80 us shorter during ON mode than during OFF mode.

Your 40-kHz/50% settings do not work under these conditions, so the results contain errors.
As is noted in the data sheet, the timer's error margin is one count per 64/fx.
Although the precision of the oscillation frequency is not known, when checking precision
we recommend checking the time at the /LED pin's output before checking the carrier-related output.

Errors in uPD68's development tool

When USECAP (an internal capacitor for oscillation) is specified by a mask option
for an assembler (AS6133 V2.20) that supports the D68MC, an assembler error occurs.
Is there any way to specify this other than the way described in the preliminary product information?

Use V2.21 or later instead.

Are addresses too high in PRO file output by AS6133?

The addresses in the PRO file output by AS6133 do not match the addresses in the assembly list.
It seems they exceed the device's address.

The uPD69's object code has 10 bits per word.
The AS6133 expands a 10-bit code to 16 bits before outputting it, so addresses in the PRO file are exactly doubled.
