First, check whether the drive signal from the uPD17012 has sufficient amplitude.
If that is not the problem, check the specifications for drive voltage, viewing angle, and contrast,
then contact the LCD panel's manufacturer (provide the drive waveform as a reference).
Also, note that the frame frequency and drive voltage for the LCD cannot be changed in a microcontroller
if the clock frequency and VDD are fixed.
