How high is the current when the V850E/MA1 (microcontroller) is being a reset operation?
If the reset signal is input continuously, is the current less than that in the HALT or STOP mode?

No, it is about the same as that in the HALT mode.
Even if reset is being performed, the clock is still oscillated and is supplied to all of the circuits.

I would like to count 74 minutes of time while the V850/SB1's power is off.
Which mode enables the greatest reduction in power consumption: HALT mode, IDLE mode, or STOP mode?

Basically, STOP mode enables the lowest operating current, but since you are planning to count time, the lowest overall operating current can be achieved by operating the device with the subsystem clock in IDLE mode.
