Use the uPC317 at 2.0 V or lower.
The uPC317 can be used at 1.3 V. However, the difference between the input and output voltages of the uPC317 must be 3 V or more.

There is a method to convert the voltage generated
by the uPC1060 into a negative voltage by using an inverting amplifier with a gain of 1 (i.e., 0 dB).
