Does the specified absolute maximum rating of 100 mA for the output current (I_OUT) refer to the maximum rating for each of the driver's output pins?

Yes, this is the current value per pin. However, when you design your system, it is important that parameters such as this output current value, the driver output voltage, and the number of ON pins, are set so that the allowable power dissipation specified in the absolute maximum ratings is not exceeded, even momentarily.
