For rewritable flash memory microcontrollers, the microcontroller main unit

hardware) is judged as a general-purpose integrated circuit.
A program written to a flash memory must be judged separately from the microcontroller main unit
(
hardware).
The same applies to the EPROM microcontrollers. If an EPROM microcontroller can be rewritten,
the microcontroller main unit (
hardware) is judged as a general-purpose
integrated circuit, and a written program must be judged separately from the microcontroller
main unit (
hardware).
