I have heard that from an authorized distributor that non-applicability certificates have been released. Where are these available?

Please refer the CISTEC "kohyolist (Declared List)" instead of non-applicability certificates.

Note that hardware development tools such as those for microcontrollers are not subject to export restrictions. It is therefore not necessary to submit a certificate when clearing customs.
The necessity of submitting a certificate for software tools differs depending on the tool, so please check with the distributor where you purchased your product.

Parameter sheet

It is said that a parameter sheet is necessary for exporting from Japan. Can it be issued?

Refer to "Kohyo list (Declared List)" of CISTEC. If the product is listed there, submitting an individual parameter sheet is unnecessary. Write the release date on the invoice to clear customs for export.

How must it be judged if a microcontroller is in compliance with the Japanese Trade Control Act?

Mask ROM microcontrollers and written one-time programmable (OTP) microcontrollers cannot have their programs rewritten, so users designing their own program specifications must judge if the microcontroller is in compliance with the act.
When the user makes the judgment, the parameter sheet is classified as a dedicated integrated circuit (integrated circuit designed to be used for a specific system).

How should I judge whether an EPROM or a flash memory microcontroller is in compliance with the Japanese Trade Control Act?

For rewritable flash memory microcontrollers, the microcontroller main unit (hardware) is judged as a general-purpose integrated circuit. A program written to a flash memory must be judged separately from the microcontroller main unit (hardware).
The same applies to the EPROM microcontrollers. If an EPROM microcontroller can be rewritten, the microcontroller main unit (hardware) is judged as a general-purpose integrated circuit, and a written program must be judged separately from the microcontroller main unit (hardware).

Under Japanese export controls, the measure of performance of digital electronic computers has changed from "Composite Theoretical Performance (CTP)" to "Adjusted Peak Performance (APP)," but what is the APP value of NEC Electronics' microcontrollers?
A1
NEC Electronics recommends the use of the estimated value of adjust peak performance (APP) for judging whether a given product is subject to export control restrictions.
The APP estimated value for 64-bit and 32-bit microcontrollers is 0.01 WT (Weighted Tera FLOPS).
In the case of microcontrollers of 16 bits or less, the estimated value is 0 WT because such products do not have functions that execute floating point operand operations.

A customs officer asked "A product name is printed on the label of the packing box as 'UPD***', but the parameter sheet says 'μPD***'. In this case, U of UPD*** can be taken as μ?"

Yes. U is used because the keyboard of a PC does not have μ and most IT systems cannot use μ.
