How can I perform initialization of the uPD98408 to the state immediately after reset
via software?

This is not possible.
The uPD98408 cannot be initialized by software via internal registers to the state
immediately after reset.
Initialization of this LSI can be done only by inputting the reset signal to the
RESET_B pin.
